21. Lafayette's Constitution

CONSTITUTION :

The Citizens elect their representative in the Government, receiving therefore the power from the people to organize the State, the Government is composed of three bodies :

The State Secretariat which deals with the executive, the Congres which deals with the legislative, and of the Magistrature which deals with the judiciary part of government. At the top of the Government the President of the Republic is politically neutral, he serves as "Universal Mediator" inside and outside the of the Republic, he is the supreme representant of republican ideal, the keeper of the Constitution (for that he can ask for referenda for any action the 3 under-governments take).

The territory is protected by an army made up by professional citizen soldiers and in the event of crisis of militia. The law and order is kept in a similar way by professional citizen guards. However the resolution of crimes is not organized by the keepers of Order but by the Magistrature. Last but not least a health care service of graduated doctors, looks after the population free of charge.

An organization of work Management is used to coordinate the sites of raw material harvest and manufactures, according to the needs of the population and the State. The people in charge of this organization are paid and not masters of the benefits obtain from the labour of the workers, it is the Government, therefore the representants of the people, which decides what to reinvest where.

The citizens have free access a Lerning system and to Information both are performed in a spirit of laity and impartiality. Moreover the state finances scientific Research to improve society with technical progress.

For those who do not have talents to invest in patriotically managed work, or in the services of Education or Safety, there exists for them a working sphere : The "Free-Market" is however subjugated with two taxes to ensure the exemption from payment of Education, Safety and the impartiality of the Government.

The first : is the "Solidarity Tax" is applied to any banking movement, going towards the Free-Market. The second : is the "Impact Tax" it is a specific readjustment to each free company (and sometimes nonlucrative association), according to the overcost which it inflicts to Society (increase medical expenses, disorder or crime, degradation of the public infrastructures, use of Research owned patents...).
