6. Elections

President of the Republic :

Elected for a period of 5 years by a national suffrage by assent, one extra mandate is permitted.

He nominates the First State Secretary proposed by the Parliament, and can revoke him.

First State Secretary :

He nominates and revokes his State Secretaries, which dialogue with the Ministries.

Depute :

Elected at the Parliament for a renewable 5 years mandate, by the proportional regional suffrage.

Senator :

Elected at the Senate for 5 years mandate, by the proportional regional suffrage, 2 extra mandates are permitted.

Parliament :

The seats are proportionally given depending on a party's score, and proportionally to the population of each region.

A seat roughly represent 250.000 eu-citizens (but this number is modulated because of abstention : one seat for 125.000 actual votes if 50% of abstention on national scale ; the number of votes per seats depends also of the variation of eu-citizen population).

Practically, the first thing in an election is to determine considering the votes of the whole nation, the "price" of a seat (out of the 500).

Then in each region is calculated the score of each regional party in seats. The integer part of the seat score is given to then regional party's list.

While the fractional portion of that score is brought to the national level.

At national level the regional parties united nationally add up their fractions of seats (arithmetic rounding).

This gives the number of "national" seats validated on a party's "national" list. (list of the decreasing regional seat fractions that are united nationally).

This system is against : abstentionist regions, parties existing only in one region, and for little regions, the braking up in two many regional parties.

Note the existence of a "null vote" party, taking up empty seats in the parliament, and forcing the majority in being bigger to vote laws.

Several laws explain how small region must add up and big regions break apart in order for the population to be represented from 3 to 20 seats.

 

Senate :

Each region gets 3 seats, which are given to parties depending of their scores after arithmetic rounding (this enables a party with over 50% of the votes to have 2 seats), the seats left are then given to the best scores (this is in case no party gets more then 16,6% of the votes).

Glossary :

national : including all eu-citizens of the UR.

citizen : person born in UR, or of citizen parents.

eu-citizen : citizen over 20 years of age.

(before 20 years of age : pro-citizen, criminals : ana-citizen).

assent : each person bars out, on his bulletin, the names of the candidates he considers unworthy. The candidate having the most votes wins.

regional : the eu-citizen votes for a party in his region.

national : the eu-citizen's votes for a national party, or a list of nationally united regional parties.

proportionally : the number of seats is assigned depending on the score (contrarily to the majority system where he who as the highest score gets everything).

arithmetic rounding : from X.0 to X.4999… the number is rounded down to X and from X.5 to X.9999… the number is rounded up to X+1.
