10. The Magistrature
| A magistrate is a judge designated by his pears as being over all suspicions. Then the population will elect the magistrates that are trusted. The magistrate, can employ citizens of his choice coming from any origin and with any skill to do : investigations, delicate missions or any intervention having need of citizen representation rather than ministry representation. Note that the Security Ministry takes care of Defense, that is military logistics, but not diplomacy, foreign affairs or spying. The Security Ministry takes care of Order, which means keeping social peace, prevention of crimes, but not direct research and apprehension of criminals, nor investigations on crime networks. In the same way exploration missions mustn't depend on a Ministry or a party. Because it's a mission requiring the benefit of the totality of the UR and not of a specific faction. Therefore working for a magistrate is a rich and forming experience for any citizen. By either looking for evidences in a case, or by pushing oppressed people in foreign countries to rebel against tyranny. |
