3. The Ministries
| Three
of the Ministries have an important link with the Goverment :

the forth one has to cope with it.
Also called Air, this ministry is a structure with inner hierarchy mainly based on qualifications. Its basic goals are to teach and to do scientific research (to progress in the fields of knowledge for the U.R.). Note the importance of this ministry's tasks : make good citizens out of average people, and above all citizens qualified for a job. This ministry is as well the major centre from which information is diffused. Apart from news, all the scientific research done by this ministry serves for industry, economy, armament, health... (sub-ministries : Teaching, Research, Information). |
Education Ministry :|
Called Fire, it's a structure in which one progresses by merit, it's goals : to protect the people from inner or outer threats, accidental or voluntary (sub-ministries : Defence, Order, Care). |

Security Ministry:|

Called Earth, this is the heart of all the system : more than the ¾ of the population work for this ministry. In this ministry is produced everything necessary for citizens and the other ministries (sub-ministries : Coordination, Prime Materials, Manufactures).

Production Ministry:|
Called Water, this ministry is a free form association of independent traders and artists, caring more or less for one another. They have to entertain the other citizens to earn a living (sadly a mafia atmosphere reign in some parts of the ministry).
For how can one imagine supporting financially services as expensive as Air and Fire (Education and Security) if one doesn't get money back from the production of the working force. However most of the people have a sufficient margin in their salaries and expenses to bye lots of merchandises back, and still have money for entertainment. Career wise, the two hardest sectors are the Coordination sub-Ministry, and the whole Entertainment Ministry. Police Society wise, the Coordination has a central file holding more or less private holding information on all citizens, concerning : civil records, criminal records, diplomas, belongings, financial recourses… This file enables the Coordination to make better social-economic estimations. One must understand that the Entertainment Ministry is considered a parasite by the Coordination. Because it's a source of fluctuating and unpredictable expenses, therefore hard to control. A major part of the Coordination sub-ministry is busy making sure no free trader from the Entertainment Ministry is leading the whole State to bankruptcy. That is because if you make to much concurrence to the Production Ministry, there is less money to support the two other great Ministries, and therefore the whole State. As soon as this kind of situation appears, the free trader must be absorbed, and if he refuses, the Production must make a product / service better and less expensive than his. |
